Fernleaf Peony

I have been checking in my garden and don't see any sign of my fernleaf peony despite the fact that the other peonies are up 6". This is its 3rd year and I guess I was just expecting it to be up already. Hope it is just slow.

    This fernleaf peony never came up, I guess the winter was too hard on it. They are quite expensive so I don't think I will try another one. I was told they were very hardy so I don't know what happened?
