Drainage Question

I am planning to rock a 18" area off my back fence... My house and the house behind us - the yards slope down to each other and that area floods and then the doggy plays in the mud and drags it in the house. Are there any good plants that I could put in that area that wouldn't rot?? It really only floods when there is heavy heavy rain and when it snows in the winter..... Any suggestions are greatly appreciated.
