Please ID this plant

I saw this plant growing in a garden in Nauvoo IL and I loved it. Does anyone have a name for it?

It was about 14" inches high with spiky varigated leaves. Only bloom was on a taller spike than the plant and was round like an onion bloom, but purple. Leaves were almost glossy.

    That is actually 2 plants. The purple flower is an allium (onion) growing up through what looks like a Carex.
