Cats killing my flowers!

Does anyone know of a natural deterrent for keeping cats out of the garden? Our snapdragons have started dying, one or two at a time. My husband noticed a couple of stray cats wandering around where the snapdragons are planted and he thinks that they may be using the garden as a litter box. The top of the plant will have flowers but the bottom starts to die.

citrus peels, ie orange, lemon.
also try sprinkling black pepper.
