flowering crab infested?

We noticed that my 15 year old flowering crab tree has a lot of holes into the bark. Looks as if someone took a hammer and nail and made holes about 1/8 inch apart in lines about three inches long, all up and down the tree trunk. Never have seen any wood peckers around the tree. Any idea as to what is doing this, and how to cure the problem?
