trying to block a dusk to dawn light on water

I live on a lake in Wisconsin. My neighbor just welded a dusk to dawn light on his pier. I need to block the light but I don't want to completely ruin my view with a huge tree. Thinking perhaps an evergreen, or something that doesn't lose its leaves in winter. Would also have to be a very fast grower and reach at least 20'. Perhaps a thuja occidentalis? What about the Rushmore Eastern white cedar arborvitae? Would need to be able to sustain high winds and an occasional -30/-40 temp in winter as well. Any advice about what evergreen would be best or other trees/shrubs that grow fast would be appreciated.

i'd go with some kind of cedar if it were my place...
or maybe a couple nice paw paw trees....but i don't know your winter situation...
