Leggy Bridal Wreath/ Poinsettia

My Bridal Wreath are several years old and about 7 ft high with lots of dry undergrowth. Look terrible. How much can I cut back and cut out after blooming?
I also have a Poinsettia. I've had it in a pot planted in the ground for several years. I want to move it. When is the best time? What are chances it will survive if some of the root system is cut off?
