Anyone know this disease on fine line holly?

I just noticed a small area of discolored leaves, some with black spots on our 10 foot tall fine line holly hedge row. We are on the gulf coast of MS. Anyone know what this could be and how to treat it? I have pictures but don't know how to post them. I can email you the pics. Thanks.

Could it be scale? If so, something called "dormant oil" is sprayed on it to control it. If so, I think you need to spray soon because dormant oil isn't supposed to be used during the summer.

Look up scale and see if any pics confirm.
