Vegetable Garden

I am very new to gardening. I just purchased my first house, so as you can imagine I am very excited about having a yard to play with! There is a flower bed already dug out in my backyard. Nothing is growing in it and I was thinking of trying some tomoatoes there. The area gets partial sun in the morning and full sun from 1 pm to 5pm. Is this enough to produce tomatoes or should I find a spot the gets more light? Also when should I begin the seeds and when should I put them in the ground?

Thanks for any suggestions.

also I am in zone 9, on the gulf coast (south of Houston).
