I was searching through the thread for green tomato recipes and found this one. Is sounds good to me and I would like to make it. Is it a safe recipe? Thanks!!

Green Tomato Hot Dog Relish

1 quart chopped green tomatoes
1 large sweet white onion, chopped
1 large bell pepper (the red ones look great in the jars)
2 TBS. canning salt
1 C. Sugar
1 TBS. prepared mustard
1 tsp. celery salt
4 whole cloves
1 C. Vinegar (5% acidity)

Combine tomatoes, onion and pepper in a large bowl. Sprinkle salt over vegetables, mix in and let stand 1 hour. Drain vegetables. Combine drained vegetables, sugar mustard, and celery salt in a large pot. Tie cloves in cheesecloth and add to mixture. Stir in vinegar, bring to a boil and simmer for 20 minutes. Take out spice bag. Pack hot relish into hot, sterilized jars. Leave 1/4 inch headspace. Process half pints for 10 minutes in hot water bath.

Yes because it is straight vinegar. But note that it is only for 1/2 pint jars. It is a dry relish with only the 1 cup of vinegar so it can only be done in small half-pints. Personally I would increase the vinegar to 1 1/2 - 2 cups and chop the vegetables very fine.
