Stunted growth artichokes

Hello forum, very new gardener here, 2nd year with a vegtable garden. Moved from the city to the country and have found a real passion for growing my own food and it is quite exciting!

I live in Central Massachusetts and am attempting to grow artichokes. I started them indoors in the beginning of March. Lovingly brought them in and out of the house during the frost season and planted them outside at the end of May when they were about ten inches tall. Since that time the have only grown about another four inches. I fertilize them every two weeks with a liquid fish fertilizer. They perk up a bit after each feeding and then don't do much after. What am I doing wrong? Any advice is welcome.
