If you bought it new, it came with the second rack, which looks the same as the other one. You space the jars not exactly on top of each other, but the top ones center is over the place between the bottom ones.

No, mine didn't come with two racks, just one. But I can buy one from Amazon, or use something else.

They used to. I've used a cake cooling rack when I can't find the second rack. You don't need alot of space between the 2 levels as long as the jars aren't directly on top of each other.

I bought several cake cooling racks when I found them, I use other pots and those racks when I just have a few jars to BWB.

Amazon sells the Presto canning rack for under $10.00. Here Ace Hardware carries them.
