I have a 22 qt Presto. I've read about stacking and one website said to use another rack like the one that goes on the bottom, as long as there is air space between them. But unless the rim of that rack sits on the edges of the bottom jars, I can't see that there would be any air space.

If you bought it new, it came with the second rack, which looks the same as the other one. You space the jars not exactly on top of each other, but the top ones center is over the place between the bottom ones. I love being able to do 18 pint at a time versus only 9. I have 3 canners, but my stove won't hold all three (2 smaller and 1 large).

No, mine didn't come with two racks, just one. But I can buy one from Amazon, or use something else.

They used to. I've used a cake cooling rack when I can't find the second rack. You don't need alot of space between the 2 levels as long as the jars aren't directly on top of each other. I bought several cake cooling racks when I found them, I use other pots and those racks when I just have a few jars to BWB.

Amazon sells the Presto canning rack for under $10.00. Here Ace Hardware carries them. Carol
