Anyone Know What This Mystery Plant is?

We share a garden with our neighbor. There's a mystery plant that is in our gardens (we think they planted it). They haven't given us a straight answer. We can't identify what it is even after opening it. Anyone recognize it?

looks like Devils Claw that hasn't fully developed to me. But I could be wrong.

Haha, well it looks like there's a bumper crop of devil's claws in my garden...I'm not sure what to make of that.
