Subbing powdered pectin for liquid?

Ball Complete and Small Batch have a number of savory jelly recipes made with liquid pectin. That's a bit harder to find around here, and is more expensive when I can find it. Also read on this forum that it's not as reliable. There is a new recipe on Ball's website for a pepper jelly using powdered pectin. I was wondering if it is possible to adapt the other recipes by using the same exact ingredients, but subbing 1.75 oz (or 6 Tbsp) of powdered pectin for 1 pouch (3 oz) of liquid, adding the powdered pectin *before* the sugar or course instead of at the end like you do the liquid?
