NCHFP Green Tomato/Apple Pie Filling

Has anyone made this? How was it?

What did you use for the citron/lemon/orange peel? I'm giving it a go tomorrow, trying to decide whether they mean candied peel or just the minced whole peel from a fresh piece of fruit. Calling for a 1/4 c, I'm thinking they can't mean dried in a bottle from the spice section.
