Bugs swarming around false heather

I have 4 false heather in my yard and I was out today surveying the garden and noticed that there were lots of little flying insects going in and out of each flower like bees would do. The insects looked just like small flies, are there any bees that small that look like flies. I sure hope that these plants don't attract that many flies or I will not be planting them next year. If anyone could shed some light on this I would greatly appreciate it.

Yes, there are many small bees. Some don't look at all bee-like.

As for whether small flies are also visiting your flowers, I can't say without seeing them.

But it's worth knowing that many flies that visit flowers are worthwhile having in your garden, this because they are natural enemies of certain other insects.
