It's a plant that's happy with winter weather, so should be fine for you outside rather than inside. Since this time of year tends to be less stressful for transplants (more moisture and not too hot) I would think it would be fine to plant it now, but you might want to check on the Northwest forum to ask more local folks. If it's not a good time to transplant, I'd pile mulch around the pot to mitigate temperature swings until the weather is a bit more consistently warm.
