Tomato bugs

My tomato plants have tiny white, I assume bugs all over the leaves, not just on the underside. They are so tiny they almost look like bad dandruff....any ideas on what the heck it is?

Sounds like white flies. Try spraying the plants (from above and from below, so you get the underside of the leaves) with a jet of water. Do this once a day for a couple of days. I bet they will clear up.
