peppers turning black

I've got some Hungarian peppers which I've grown successfully in the past. This year the fruit are turning inky black. They're not rotting or anything. We have had a really cold (down to 34F 2 weeks ago) and wet summer. Is this what causes it? And will the seed be any good?

    I have noticed in past years that sometimes peppers will turn black (actually very dark violet green) before ripening, but they finish and taste the same.
