When to plant basil seedlings?

Is it time? My seedlings look good. They're in 12 ounce cups. What temperature should the ground and air be? I've never seemed to get it right with basil.

I planted one from HD but it got pretty cold right after I planted. Our last frost date is Feb 15 but we had a Mar 15 frost. So, it's just kind of sitting there.

In zone 9 you should be able to plant them anytime soon, If the lows get 48F or higher.
Basils do really like warm soil to grow.

For house started seedlings, be sure to harden them off before planting. Trust me, you'll be more successful and have a better survival rate if you do that.
