Anise Hyssop in spring

I planted two anise hyssop plants last summer. They both did ok; they grew to be about two feet in a shady spot. I transplanted them to a sunnier spot while it was still flowering at the end of the summer. They transplanted well and at the end of the year I cut them back to a few inches. it's March in Portland, spring is here and all my other herbs are sprouting but no sign of growth from the hyssop. Is it dead? How can I tell?
