Lots of light might help. They do prefer full sun in the garden. My sage has always preferred very lean, well-draining soil. If you do repot, I would not use overly rich, water-retaining soil. No experience here in root pruning sage.

Are you planning to move them outdoors eventually? I would probably start hardening them off by putting in protected locations outside as soon as days start to warm enough. Move them back in the house for nights as needed, but that may help out a lot. Mother Nature gives her charges what they need better than we can!
