Sage, cilantro, thyme, oregano, parsley and chives can be planted any time, provided they are hardened up first. All those overwinter
here. This past winter we had lows in mid teens and they all survive. So I do not think that you will have such cold from now on , even in MASS.
But as I said you have to aclimate them, before transplanting.

Check what your last frost date is. I would not put any plants you started out until after that date. Before that date, you may be able to move them outdoors to a sheltered location on mild days and bring in at night. This will help to get them acclimated as cyrus mentions.

But do not be hasty on moving them permanently outdoors. Just because mature plants are winter hardy do not expect seedlings to be so. They are more tender and more prone to be damaged by harsh conditions. Late winter and early spring in the northeast can be very unpredictable - snow, ice, wind, temperature roller-coaster, etc. Do what you can for your baby plants but be patient on permanent relocation outdoors.

Last Frost Date where I am is around May 1, but I typically start hardening off my cold weather crops towards the end of March for planting April 1. I know the New England weather all too well and expect an April Fools blizzard every year. I was just trying to figure out was what herbs I could plant with my cold weather crops and which ones really couldn't go out until after last frost.
