Looks like the black spot fungus to me. Put about a cup of cornmeal on the ground around the base of the plant. This helps my roses. Hopefully, you have the plant in a place where water doesn't stand long, this helps the fungus grow. My bay laurel is in a huge pot. It's over 6 foot tall now and lived through 17 degree winter night last year.
