Sage is evergreen even in my zone. While it will push new leaves each spring, some of the leaves from the previous season that looked so unhappy throughout the winter will rejuvenate. If it seems like it is dead and only dry twigs, it most likely is just that. You can wait a bit to see if new leaves sprout - you loose nothing by giving it some time! But I suspect that you are in the market for a new sage plant.
