Sorry, no, it won't root from cuttings. You need to sow seed or buy a very young plant. (Very young because parsley grows a long tap root and doesn't like being moved once it's established.)

That's because parsley needs to travel back and forth to Hades seven times, to ask permission for it to grow, before it will germinate.

I direct sow parsley seed. By the time I start to think that the seed must be bad and I should just replant the row, it is sprouting. Happens every time. Just have patience.
