Sage should do fine as long as you purchase the correct variety but as for mint you should be able to find a friend to donate a few shoots and Rosemary is best from a plant. I a few years you will have too much but should keep taking cutting for new starts in case your parent plant should suddenly die. They are easy to start cuttings in a pot kept in a light shaded area and the light soil should not dry out. This will change once the cutting takes off If you can find a friend who will give you cuttings that would be the cheapest way to go.

Yeah, mint roots especially easily. I've got a pot of it where the plant ended up leaning to one side. It eventually sent out feelers over the sides of the pot. I just snip them off, stick them in the dirt over on the other side, and they root right up and its almost filled the pot entirely now.

They root as easily as a tomato, in my experience.

Even grocery store bought fresh mint can sprout for you but it's better if you can get a few fresh springs from someone's garden.

Sage (S. officinalis) sprouts easily from seed.

I've never tried rosemary from seed. I expect most people start with plants for that one.

Rosemary plants can be found in any garden center, nursery, big box store,and probably grocery store. Look for them with the rest of the herbs and vegetable plants.

Having picked up an herb plant in the grocery store on a whim a few times, I found them not to be very good for outdoor gardens. They seemed weak and needed too much hardening off. I'd go with plants from nurseries and garden centers first.

I don't know your zone, but rosemary is tender to winter weather - the hardiest variety has only marginal survivability in my zone. If you are in a zone less than 7, your local places may not have stocked it yet.
