It's hard to say. I would start by clipping all the flowers off as they are energy drain. And stop watering for a while. Keep the plant in bright shade and above 50 F through night and day for a few days. Maybe place a white plastic bag over the plant to retain humidity while it recovers.

The stems with the buds look fine. Only the flowering stems are drooping so it's certainly not dying. I would give almost diametrically opposite advice. I'd leave the flowers alone and water very thoroughly. Absolutely soak it once and then leave it to drain. Water again in a week. I would not put a plastic bag over lavender - that's asking for mold imo. I would keep it in dappled shade for a while.

Could have been too hot or dry initially. Or did you perhaps buy it from a greenhouse and move it outdoors right away? Plants, just like us humans in the Frozen North who have been indoors ALL 6 months of winter, need to acclimate to the sun, heat, and wind again. If we (and the hothouse plants) don't go through some "hardening off," we can end up a bit worse for the wear. Hardening off plants is basically sheltering them and gradually letting them become accustomed to the outdoors.

After one of these stresses (perhaps), you repotted it. It was an insult upon injury. Happens. We've all been there. I would opt for TLC. Give it some water and let it be in a sheltered place as Flora suggests.
