Fertilizing container perennials

When should you fertilize your container perennials? I did not use any compost so I don't know where my plants will be getting its nutrients. I have rosemary from last year and echinacea and sage which I planted this year. Is there a general rule to when you should fertilize perennials? I read that established beds need to be fertilized early spring if needed, but that 1st year perennials don't need any fertilizer. My echinacea leaves have also developed dark brown spots on its leaves. Is this normal? Please help.
