Ask for help planning drought tolerant herb garden.

I grow several Old Garden Roses that were introduced before 1867, and am planning to put in a small herb garden in front of one of the most important medicinal roses: The 'Apothecary Rose' which has been grown in Europe since the 1200's a.d.. Traditionally the petals of which were used for making a tisane for treating "womens complaints, stomach problems and blood problems" It is a beautiful short rosebush with attractive foliage and lovely rose-red roses. When mature it will be c. 3' tall, and spreading nearly as wide.

I'll need shorter herbs to put in front of it.

I'd be very grateful if anyone could please tell me about drought tolerant herbs.

The only drought tolerant herbs I've grown are Lavender, oregano, rosemary (I have the ground-cover Huntingdons' form, )and Mother of Thyme.

Also

-which would be a better dwarf lavender for a surrounding hedge, Munstead or Lavender "Lady"?
