Growing rue from seeds, help?

It's been four weeks since I first put the rue seeds into their little starter pots. Most came up alright, but they're almost all two inches high from the soil to their two first leaves, much taller than pictures of young rue online. Some have bent over and others have just lost the two leaves (shriveled) for seemingly no reason.

None have more than two leaves. It's been like this for a week, they don't seem to be growing.

The last time I started seeds, (basil and lavender) I didn't have this problem.

Should I replant them lower down, in taller containers? Should I fertilize them? Or is this normal?
