Rosemary bush hit by last winter storm-

I live in Queens NY and have this great rosemary bush that has been growing for about 7 years and has always been very very full with rosemary. this last winter here in NY we got slammed with snow and ice and ice and snow - its the first year where i thought this thing was dead. but its alive - except all the living parts or green parts are very high up on the bush - im wondering is there a way to promote the growth to push downwards again ? how can i prune it so that i get a full bush again rather than the current state which is a branch of about 2 feet and then the green is on top. I mean the growing season just started so not sure what will do for the season but if there is anything i can do to promote this - it would be great to know.
