Hit or miss for me. I do have a bit doing fine but sounds a bit like yours. Small and wispy. Might bolt. Looks that way. I did start a few contains set in a shadier bed to maybe transplant later but might just be too hot?
I use so much of it i have to buy it. But two big bunches for a buck at my local international market...cheap, thankfully, so I may not have the growing touch?...it is very sandy and tightly wrapped with twine...roots intact so i may just stick the roots in the ground and hope for a mature second crop. Basil sold the same way. But my basil bed does so well all summer....
Someone posted their cilantro bed, actually a 1/2 barrel, that self seeds and comes up every year...tried that but did not self seed for me...I'll still try various shady methods...
