For babies such as that, I think the first thing to try is just to take a spray bottle with some water and spray and wash/wipe all the buggies off, repeating as needed. You could do a slight dishsoap spray, or Neem oil spray would also work and be safe for the basil, but I like starting with just water.

it's whitefly. They are a common pest of basil. Indoors, a serious problem. Not as much of a problem outdoors. because they have many natural predators. However, it does take a while for those predator populations to build up.

We've never been successful with plain water.. The whiteflies do fly away when the water spray hits them, but they fly back..

Our control is one application of an insecticidal soap like Safers. After that one application, the natural predator population will have had time to build up and do the job.
