Can Lav dentata or angustifolia bloom indoors in a pot

Several questions:

1. In my north-facing office window I have Lavandula dentata, several years old, about 11-12" high, bought from a florist in a 4-inch pot, now in a six-inch pot, and a 4-inch pot of Lavandula angustifolia (or officinalis, not sure) grown from a cutting taken about a year ago, now about 5" high .

Is there any hope at all that either of these might ever bloom? All I have is this large north-facing window; while someone with an east-facing window might let me put the pots there, I wouldn't bank on it.

2. I know lavenders are supposed to like a dry environment, but the dentata wilts over a three-day weekend away, and sometimes even over a two-day weekend in summer. What to do about this?

3. Assuming neither lavender ever blooms, what can I do with the leaves other than make potpourri?
