Holes on Basil?

I just bought some basil yesterday and potted them. (I'm new to gardening) They were fine, but today when I woke up- I noticed these holes on them? I stuck around for a bit and noticed bugs flying around them, I was wondering if these could be the culprit? Or if it is something else?
Also, any solutions on how to stop these would be great! I heard of neem oil- but was wondering if this was ok to use?
