Removing stems from dried sage

I dried my sage and when I went to "rub" it yesterday it had a lot of stems from the leaves. I used a strainer to rub the sage again and that helped but still some leaf stems remained. I am concerned that a piece of stem could hurt someone's throat. Is there a way to rub sage with no leaf stems present? In all of my Internet searches I can't find this subject discussed that addresses my problem!
