Basil leaves turning a shiny dark black

I planted my basil plants about 1 to 2 weeks ago; they seemed to be a bit droopy after planting for several days, and now one of the plants is getting a dark shiny black coating on its leaves. I have included a picture in the link. Is this a fungus? I had a similar problem last year, and I had planted the basil in a different location in the garden. Does anyone know what this problem is? What should I do? Should I get rid of the entire plant so it doesn't spread to my sweet peppers, okra, and tomatoes? Should I just try pinching off the affected leaves? Any other ideas?
