Rosemary shrub is drying on the inner branches

I have a rosemary shrub in a pot on my porch. It receives about 6 hours of sunlight daily. I have not been watering to too much this year as we in MN have had a very wet spring/ summer. When we get too much rain I've been moving it under my house overhang to stop it from collecting too much water. Recently I noticed the inner branches of the plant are drying up and look dead. The outer branches still are green and thriving, however I want to get to the bottom of this before the same happens to them. The last time I watered them I did add a bit of fish emulsion to the water, I'm hoping this is not the cause. I'm thinking it's either a watering problem, sunlight (not enough), root bound or the fish emulsion. I wouldn't think it could be going dormant already as it is in the 80's/ low 90's currently. Any advice is appreciated!
