Indoor Cilantro

Because of the extreme heat, I'm trying to grow Cilantro indoors. I have pots near a sunny window and under my tomato grow light. The plants have come up extremely long and stringy - maybe 4 to 5 inches with just tiny leaves at the tip.

Is this because they aren't getting enough light or something else I can fix?
