Indoors or outdoors? And since rosemary likes it drier rather than wetter, I've got to ask, how often are you watering the plants?

They are outdoors. I have them in clay pots and I water them about 3x a week. I live in Southern Coastal California.

depending on how big your pots are that could be far too much water.

My rosemary is in the ground and receives zero supplemental watering in summer when our rains stop here in the PNW.

The trailing ones are commonly used in parking lots and along freeways all over the desert southwest where they don't water regularly.

Unless you do not have the room you should put them into the ground as they do so much better.
