white spots on mint/lemon balm

Does anyone know what's up with these leaves? My mint and lemon balm are planted together in a 5 gallon container. I used to have them in a sunnier spot than I do now, so maybe the lack of bright light is a problem. But do insects cause this discoloration on leaves? I can't find any on the undersides apart from a couple lonely white flies.

My peppermint and spearmint have the same issue. I think I've narrowed it down to a thrip infestation.

Thanks Lavender for the lead. I've been researching thrips a lot, suspecting they were the culprit. I'm not seeing any of the black fecal matter dots anywhere, though, when I use my dinky magnifying glass. Could leafhoppers be doing this?
