Best compost or nutrients for growing herbs and vegetables

I'm just now starting to plant a patio container herb garden. I know it is getting late, but after a long and tedious summer I'm just now having time to do it.

The problem is I don't know if I have the best potting soil to grow herbs and vegetables. I have a bag of basic potting soil that I used to put out a few plants in my tiny bed, but can I use this to grow my herbs as well? Doesn't it need something more, more nutrients? I keep reading about needing to add compost to the soil, but the only kind I have found is the cow manure compost from Home Depot. It is mixed with other organic matter but I'm not sure about growing herbs and vegetables with it.

What do you use when starting seed?
