Rooting lavender cuttings?

I have a beautiful lavender plant in my herb garden and I want more. Last winter it took a hit and died back alot but now it is bushy again but I still want more just in case..and just cuz I love the smell of lavender lol. Now when would be the best time to take cuttings to root? Could I do it soon or in fall or wait till spring? whats a good method to root them? also the plant has one branch that strays and lays on the ground, the stalk/stem is bare except at the end so if I bury that bare part, would it grow roots?
