Those are adventitious roots. Basil roots very easily from the stems and yours has just gone into overdrive. Maybe it is in a very damp atmosphere. It is not diseased and there was no need to discard it.

I place my harvested basil shoots in glasses of water on the kitchen counter. Roots appear in a few days and the leaves are healthy for a long time.
