Never grew damiana. But if you browse the back posts here you'll see a common complaint in spring time is weak or missing scent/taste of various herb plants. The young foliage is much weaker in taste plus plants flush with water also have a weaker taste/aroma. Could be either of those issues so I would wait longer and see if the plant develops the scent you are familiar with.

Also of note, not all plants are created equal. Some do have better scents and tastes than others. That is why specific cultivars and varieties with exceptional characteristics are perpetuated.
