I believe it is an insect that has laid egg(s) in that gel. Just get rid of it.

There would only be one on a leaf, and not all of them. Just very odd looking. I scraped the gel off, and it sort of looked like a seed.

Gosh, a disease and pest free garden would be so nice, wouldn't it???
