can I revitalize sage plants?

The Internet tells me that I will need to replace my sage plants every 3-4 years, either because they will become woody and leggy, or because they will lose flavor.

I do, in fact, have some woody and leggy sage plants, especially since I neglected them horribly this year.

Having started to work with the plants, I'm quite sure that I can return them from their woody and leggy state, and I think I'd get a real sense of accomplishment from doing so. The plants are still healthy, and happy to send up new branches, and even the woodiest of the woody branches are happily producing little side shoots down at their bases.

However...what about this assertion about flavor? Is it true? If I manage to turn my plants into non-woody, non-leggy things of beauty, will they still have poor flavor?

I've already done some layering to produce babies, so I can replace the plants if need be...but I hate to throw away a perfectly good mother plant if it is, in fact, perfectly good.

What do you think, oh wise herb gardeners?
