Well it isn't any herb I know of. There is definitely a small dandelion in amongst the rosette but the larger plant I can't name. I can't see clearly to what extent the leaves are toothed. Conyza canadensis is a possibility. You could try asking on the Name That Plant Forum here on GW.

The only herb that I think of that is has some resemblance is SAGE. It is possible that it is a certain variety. But it looks more like coreopsis

I'm with Flora. It is a weed, horseweed (as she suggests) or one of the other less desirable garden visitors.

If it does not matter I would not rule it out as a weed but possibly a flower as I have grown more that one flower which started out looking just like this plant. But then I have also have weeds that produce the same looking plant at the start. I have killed more flowers thinking they were weeds until one escaped my weeding and proofed to be a flower.

After comparing with another Gaillardia, I think it may be a Gaillardia.
